Does your neighborhood need a new streetlight? Would you love to see a beautiful park just down the road? Or do you just need that sidewalk fixed from last year?

Did you know you can apply for a Public Improvements Advisory Committee (PIAC) grant? The city of Kansas City, Missouri’s PIAC program allows residents to apply for improvement projects for their neighborhood.

Read on to learn how to apply.

About PIAC

The PIAC program is a resident-driven initiative in Kansas City, Missouri, that allows you to recommend specific capital improvement projects for your neighborhood. Unlike traditional grants that give money directly to an organization, PIAC uses a portion of the city’s one percent sales tax to fund and manage the construction of public infrastructure.

Key Program Details

  • Funding Amount: Approximately $5.7 million is typically allocated to each of the six City Council districts annually.
  • Eligible Projects: Projects must serve a public purpose. Common examples include:
    • Infrastructure: Sidewalks, curbs, gutters, street resurfacing, and streetlights.
    • Public Safety: Stormwater drainage, traffic lights, and bridge repairs.
    • Parks & Rec: Improvements to community centers, playgrounds, swimming pools, and park facilities.
  • Who Can Apply: Any resident, neighborhood association, or business in KCMO can submit a request. The closing period for this year is August 31, 2026.

Application & Timeline

The PIAC process follows a specific annual cycle and currently is in the following phase:

  • Current Status: Applications are now being accepted for Year 44 (2027–2028) funding.
  • Deadline: The application period ends August 31, 2026.
  • Hearings: During the summer months, PIAC holds public hearings in each district where residents can testify in support of their projects.
  • Decisions: Applicants are typically notified of the committee’s decision in April of the following year, with funds allocated in May.

Tips for Success

  • Demonstrate Support: PIAC prioritizes projects that impact a large number of people. It is highly recommended to include a petition signed by neighbors or letters of support from community groups. It is also recommended to attend the summer public PIAC hearings. Two hearings are held each summer within each district.
  • Be Specific: Provide photos of the problem area and clear descriptions of the needed repair or improvement.
  • Consult Your District: You can find your district on the KCMO Council District Map to identify which PIAC representatives to contact.
